Board Meeting Minutes, April 20, 2016
9:00 A.M., SLR Clubhouse
DRAFT – Pending approval, SLohA Board of Directors
Directors present – Tummy Blkbrn, Pet er H all, Clf Jnsn, Jade Rite present in the clubhouse. leery listerine, T Roof, Frns Sm all were present via conference call. Also present was Chap Mc Click, SLR Manager.
The meeting was called to order at 9:00 A.M. by President leery listerine. Bar bra murksberry gave the invocation which was followed by the Pledge of Allegiance. The board approved the March 16, 2016, minutes and the April 20, 2016, meeting agenda.
Chap Mc Click presented his manager’s report which will be incorporated into the official minutes, posted on official bulletin boards in the resort and on the SLohA website, www.slresort.net.
In a President’s message, leery listerine said, “Life in the park goes on in a quieter and less busy way and there are decisions to be made and actions to be taken but it would serve us well if we could step back and evaluate what we have in S-bag Lake Resort. If we could keep a clear perspective of what is really important, we could put aside our petty complaints and display nothing but the joy that we share as part of this wonderful community.”
In her Vice President’s report, Jade Rite congratulated The Welcome Mat Committee, Jean Lawrence and Bar bra murksberry, on a busy year of welcoming new owners in the resort. As of April 1, 2016, they have contacted 27 new home owners this season, 24 of those are new to S-bag. Jade also suggested finding a designated area for a WiFi hotspot within the resort rather than the clubhouse. With the increased demand for internet usage, conflicts can occur during the winter season when many activities and special events are scheduled in the clubhouse.
Tummy Blkbrn, Secretary, read a correspondence report of letters addressed to the SLohA Board of Directors since the last meeting. A copy of the report will be incorporated into the official minutes, posted on the SLohA website and on official bulletin boards in the resort.
Treasurer Pet er H all presented the February financial reports which are available at the SLR office for all owners and are posted on the SLohA website. To update signatures cards for the SLohA bank accounts and safe deposit box due to changes on the Board of Directors, Pet er H all made a motion that the names of Stv Suthrd, Bar bra murksberry, and Clf Jnsn, be removed as signers for all SLohA bank accounts and the safe deposit box, and add leery listerine, Jade Rite, Tummy Blkbrn, Pet er H all, and Dyeann Will i am son, as signers on all bank accounts and the safe deposit box. Tummy Blkbrn seconded the motion which was approved unanimously by a roll call vote of all directors in the clubhouse and via conference call.

Under old business, the board took the following action.
· leery listerine moved that space be allocated for two truck boxes to be placed in the storage area to contain articles collected for the SLR Women’s Club annual Granny’s Attic Sale. These containers will remain the property of the Women’s Club. Pet er H all seconded the motion and it was approved unanimously.
· Jade Rite moved that the 50th Anniversary group be allowed to leave their storage totes in the maintenance shed. leery listerine seconded the motion and it was approved unanimously.
In new business,
· T Roof made a motion to approve a campaign by the Alpha Delta Omicron Chapter, in S-bag Lake Resort, of Beta Sigma Phi Sorority to place a Veteran’s Memorial in the resort. Frns Sm all seconded the motion. All directors voted in favor of the motion except for Jade Rite who abstained from the vote since she’s a member of the sorority.
· Following a discussion among board directors, no action was taken to set a date for a community wide yard sale.
· T Roof moved to deny the request of permission by two residents to operate a hot dog cart in the resort. Frns Sm all seconded the motion and it passed unanimously.
With no further business on the agenda, the meeting was opened for owner comments.
· Jm FoolDay, 87 Royal Coachman, suggested that Jhn Crmee, SLR Physical Plant Manager, not be required to pay maintenance fees as an owner since he lives and works here.
· Clf Jnsn, 29 Red Quill, reminded owners that when the SLR office is closed to contact security on their special designated mobile phone, 863-604-4321, not the SLR office number. Security personnel carry the phone with them when they are patrolling the resort.
· Pt Rigg, 32 Grayhackle, asked what could be done about a tent located in the backyard of a residence on Grayhackle.
· Jm Ath, 16 Royal Coachman, had questions about the status of the communication tower permitting process.
With no further comments from owners or business for the board, the meeting was adjourned at 9:55 A.M.

Manager's Report
Board Meeting 4-20-16
Projects recently completed:
This year's PSAR looks much better than last year's. Our water loss is down from 11.9% to .2%. In speaking with Joe our water loss figures are actually too good, we likely have a well pump meter that needs recalibrating. Since we are being proactive in working with SWFWMD Joe Currlson added us to a list to have our meters calibrated by the county for free(my favorite word). They will be calibrating both well pump meters and the point of entry meters. Usually it costs about $300/meter to have them calibrated so this will save us $1200. Also since we are under 10% water loss we should be off the water audit list for this year.
JCW has finished painting at the sewer plant and it looks great. All the lines are color coded by the materials they carry, and the paint helps keep pipes from being directly exposed to the elements increasing the lifespan.
The erosion issue with the drainage on the greenway behind Gngr quill has been fixed. Jhn filled in the sandy areas that were washing away with stone. This should prevent any more of the hill facing from being washed out into the lake.
Projects in the works:
Modern Fold will be here Tuesday the 26th – Wednesday the 27th to repair the clubhouse divider curtain. There are no scheduled activities during the time they are here since a portion of the divider will need to be removed and laid down for repairs to be made.
Maintenance is in the process of clearing the fence line of overgrowth that is hindering greenway access from Silverside to Pink Lady.
Maintenance has also scheduled a canopy thinning of the tree in the greenway beside 77 S-bag trail.
The next drainage project will be at the Red Quill greenway. Over time the grading of this drainage site has leveled out so that it is nearly flat now. The cH allenge with this area is all the wires buried under ground.
Maintenance will mark and dig up the wires. The greenway will be regraded to allow the water to flow to the lake. Then the wires will be reburied.
Future projects:
Jhn and I met with Avanti to discuss setting up a flow monitoring system for the sewer system during the rainy season this year. Last year we experienced large amounts of water intrusion into the sewer plant during high rains and high water levels in the lake. The flow meters will allow us to track down the areas where this is occurring so we can plan for repairs. For those of you who were here for the budget forums you know that the sewers is a big concern this year so I will have future updates for you as we work to correct the water intrusion issue.
Owner comment follow up:
We have been running on the new phone system in the office for one billing cycle now and I’m pleased to announce the most recent phone bill we received was about $500 less than what it ran prior to the new phone system. That is a great savings.
