The purpose of this is to request information which supports the proposed budget increase of 20% for “water and sewer” costs. The proposed budget was not yet available in preparing this letter; however, the proposed increase was mentioned in the Board of Directors meeting of Nov 19, 2014 with the comment “water costs are increasing” and the flat fee water assessment might be increased from $200 per parcel/year to $240 per parcel/year.
Please provide the following information which incorporates the budget period 2014-15 for SLohA Water and Wastewater Plant:
1- Contract(s) with Florida DEP and/or Polk County Public Health Department related to provision of oversight activities of SLohA Water/Wastewater Plant and identification of Operating and/or Reserve Line Items charged for costs related thereto.
2- Supplement rate/tariff/tax/surcharges schedules which place cost burdens on SLohA for administrative and regulatory tasks associated with operation of SLohA Water/Wastewater Plant and identification of Operating and/or Reserve Budget Line items charged for costs
3- Copy of Contracts with Certified Water and Wastewater Operators for services to SLohA Water/Wastewater operations, identifying costs and increases related thereto, and identification of Operating and/or Reserve Line item charged for costs related to the contracts.
4- Copies of invoices for metered bulk water usage by SLohA for Water/Wastewater Service for the period April 1, 2014 to current date and Operating and/or Reserve Line Item(s) charged
5- Copies of invoices related to ancillary services such as engineering, waste removal and water testing and identification of Operating and/or Reserve Budget Line Items charged
6- Invoices related to purchase of major replacement parts for Water/Wastewater and Operating and/or Reserve Budget Line Item where such costs were expensed.
7- Identification of known routine maintenance costs performed voluntarily and/or mandated by FEP during 2014 and Budget Line Item(s) charged for these expenses performed by other agents (not SLohA employee labor costs)
8- Identification of # incidents of water line breakage requiring service interruption and subsequent “boil water advisories” in 2014 and costs of repair, (exclusive of labor costs provided by SLohA employees).
9- Costs for new water meters on owner parcels and identification of Operating and/or Reserve Budget Line item(s) charged along with an assessment of anticipated replacements in the upcoming fiscal year.
10- Costs of preparing and mailing quarterly water notices to individual parcels and identification of the agency and/or statute which requires that notices be provided to individual parcels.
11- Notices from all Florida State or County regulatory agencies which provides notice of increased costs of providing any service or anticipated tax, tariff, surcharge or any cost related to servicing SLohA Water/Wastewater plant, along with effective date of such increase.
12- Explanation of basis of aggregating “Water & Sewer” usage costs to include general Operating and Reserve Fund allocations for the general operation of SLohA common property i.e. “Please explain the rationale of combining metered water usage with contractual, maintenance and reserve fund allocations? What is the purpose of consumed water/sewer bundled together with expenses related to maintenance and repair of SLohA common property?”
13- Copy of contract or agreement between SLohA and Polk County Public Health Department for installation of antenna on KCN communication towers sited on SLohA common property, as referenced and approved on motion at the BOD meeting of Nov 19, 2014. If not stated in the contract, state the purpose of such installation and any costs to SLohA related to installation, maintenance and continued operation.
If there are any additional costs or anticipated costs that are not reasonably discoverable by owners that attach to the operation of SLohA Water/Wastewater plant, please consider those records as inclusive with this request.
