This question was raised in Correspondence to the Board in this meeting; i.e. assigning a proxy to attend SLohA meetings. According to an HOA attorney, the answer to the Owner's question is probably YES. The language as expressed by this attorney seems a little murky ie "to provide those governed by the HOA access to attend meetings" but if someone has been given legal proxy as an Owner's agent to attend meetings, there surely should be no objection by the HOA. But, ya never know.
In the case of SLohA, it would only be governed by FS617 and the Fair Housing Act because SLohA is not governed by private or statutory HOA law. Boards would be wise to steer clear of attempts to control access by Agents of Owners, who, if "denied" might engage their HOA in a contest with the Federal Fair Housing Act.
