Comment: Debate on whether to have an agenda or not. Although homeowner associations do not have to have an agenda, the board has decided to continue with publishing an agenda. Current agenda amended motion reference to motor brick (?) approved amended. (Could not hear the amended item)
Chap has a car problem and will join us shortly so no manager report right now.
President report: This is last board meeting of season; if we need another, we will post. One large project before the rainy season starts and will discuss later.
Technology: Committee has spent hours on monitoring system for resort: Kn Loos will read report that was written out by Godon Hrtorn. Waster water monitoring system studied for years to monitor water, waste and each lift station. Narrowed the search to 2 companies, Giltson Engineering and BearIt (Bering?) Supply. Both companies provide monitoring coupled with cell phone service to provide alert calls. The system can be managed through monitoring equipment or through web system. The web system also provides operational data on pressures, pumps etc as determined by our needs. After comparison, Bering will provide equipment and installation assistance. The web service is provided by M to M Data Corp and funded by the annual payment for cell phone service and 5 cell phones incorporated in the monitors. In summary, BearIt was selected due to direct involvement in waste water systems since 1982 and 2 year warranty. Cost difference not a factor and is $16750 plus cell phone $1400/year first year included for 5 cell phones. No questions or discussion.
Loos comment: For those who like to second guess everything, we got a 3rd bid from Stwd Elctc who were much higher and Owner stated we should go with one of the other suppliers.
Brond: We have been asked to provide a summary of what the system will do but we will wait until it is up and running to do that. It will save us money in the long run if we can save one pump from going down or ruining itself and keep from sending pumps out for repair or replacement.
Motion to accept the proposal: plant and lift stations monitoring will give project to Barett for $16,750 from W & S Reserve. No discussion. Motion carried unanimously Mention that it is in the budget.
In the years past, it was discussed using a simple light and alert system to monitor water leve but this is a sophisticated system
Broad: Do we have anyone on the line yet? Anyone have sm all or Schlz phone #?
Secretary Report: Communications committee calling selves the Welcome Mat; only welcome new owners to resort-have old info from the old welcome committee Shn showed a book that they compiled and would be signed by new owners saving committee a lot of work. See if Publix and Winn Dixie receptive to $10 Gift Card. Will be working on this all summer. Publix will supply Gift card and SLR will get $5 back but SLR would gain by good gesture.
BOD is putting committee lists together but not etched in stone; we will be adding committees including an Owner Communications committee so anything you want to know now call Tommy.
Correspondence 5 letters: 1) 66SS appalled by lack of concern by board of desecration of a religious artifact relative to the cross burning, comments on mediation and revitlization, 2) 77RC property backs onto beach area but there is no shade in beach area and is dusty and dirty and not conducive to large social groups propose concrete pad extending from kitchen with carport type roof and landscape or a separate nearby location. 3) 36STN weed control litigation and survey caution workers to not disturb markers and stay off property 4) 16RC official records requests for check records Dec 2014-Mar 2015 5) Vinia torg asks is security on call during early am hours to get to gate in emergency.
Broad: Comments on letters, 1-no money will be spent this year on beach project but committee will look at that. 2- Flag survey: they are nothing but markers 3- check registry: we are going to start putting the check registry on the website so there will be no further need for check registry official record requests and these should not be copied and put on public website so we see no reason not to provide that and we will get his record to him. 5- the guards are not responsible. The 1st responders do not want SLR security to assist and it is a liability to association; they have their own gate passes and can get in immediately.
BOD Comment on beach project suggestion: I see benefit but concern with adjacent neighbors having expanded activity in their back yards and how would they feel about that. Named Owner Communication committee members. Starting with Clubhouse BB, hate empty spaces want positive messages there, let me know if you have a positive message and work with board to expand owner knowledge of technology
BOD: Asked for comments to correspondence
Brand: Looking at a different website. St aib said #1 problem is putting the information on it and we will get back to you on that. Bb is limited in posting information but there will be places for a lot of different people to input but the negative is that it will be expensive. He is paying 50/50 with SLohA to maintain the website at $100/mo.
Manager report (partial report remainder will be posted separately): Joe's last day is Weds. Blue Quill repeated lift station failures getting engineering report, getting final report on sinking of tennis courts and repairs, no progress on Rec Room project and getting new contractor.
BOD: Wish List for Clubs—have you started on that? Explained the donation solicitation to Chap.
Member: Are tennis courts under warranty? BOD: Yes
Treasurer Report: “the usual”: must wait for bank statements and copies will be on website but are not posted yet maybe next day or so. Read income/expense financial condition is good. Excess monies the BOD will decide either put it in Reserve Fund or pay loan down. Very tentative statement.
Motion: remove check signors adding one “Bd Stambag” to remove as authorized signature motion passed unanimously
We have been postponing work on waste water treatment: Excel Engineering consultants recommend modifications rehabbing the north and south plants and Environmental Consultants of Ruskin has a proposal for $95,730 to be paid out of W & S Reserves on 4-St age equal construction schedule. Doing inside of concrete sewer tanks that get etched with chemicals and degrades-this is a relining of those tanks. Also the chlorine containers. Motion carried unanimously.
BOD Comment: It needs to be done at low water level when people are out of the park. Now is a good time before rainy season starts and adds water intrusion from manholes which is another project that needs to be done.
Backrn: No room to sit in Laundry Room and would like benches outside laundry area. Proposed to Women's Club buy 2 metal park benches with plaques on slabs (needed to stabilize benches on soft sandy soil) and asked for $1500 and a bench is available for donation. Pads are $500 each and anything not used for project will be refunded back to Club. Motion to authorize purchase and installation passed unanimously. This idea and the beach improvement proposal was brought by owners and hope that owners will continue to submit ideas to board.
No report from Peet Brdun; his voice is failing so we will accommodate his request to not speak.
Clf Jnsn: Lawn mower is broken and replacement is provided in Reserves and move we buy a new one and keep the old one for parts cost of $9,164.94 from Fields Elctc Co. Motion passed unanimously.
We don't know what happened to sm all and Schlz.
Adjourned meeting.
Owner comments:
1- 9WW Trees over green ways and owners homes -are you going on owners property.
Manager: No-it is IN the green way
Concern is that owners should pay to cut trees on their property.
2- plaques on benches corners are deformed and corners should be removed and rounded off
how much do we own on SBA loan
BOD Treasurer: does not know; we are around 2 years away from payoff (end of 2016) owe $177(?)K+. States concern with assessment fees costs by prospective buyers as $2000 seems high
BOD: Maybe the beach project could be paid from this savings and roll over into Reserves. Example: Mower in reserves was $6000 and now it costs $9K but buyers are getting bargain for the low costs of the houses in here.
