NO. Someone asked me this question (this person lives in Texas, but it is a fair question for Florida). "Are HOA's eligible for FEMA disaster assistance?" The answer is NO--FEMA does not provide taxpayer funding for mandatory community associations, because, by law and for tax purposes, they are private organizations, not government entities. Here's another one that just came up on another website about associations and powers of the board in declared emergencies:

Commentary on the new law enacted July 1, 2014 giving HOAs unrestricted powers during emergencies.
This one spells T r O uB L E for FL associations that are either under-insured or have insufficient funds for repairs post-storm--or both. Get ready to read more about this as Florida emerges from the post-storm mess! The attorney above predicted that she smelled trouble ahead after the next big storm because there is *no time constraint on board behaviors and the language of the law is contradictory.
The condo statute 718.1265 has a similar provision but even more catastrophic due to the sharing of buildings.
*The law is triggered when the state declares an emergency, but there is no provision in the law that states the time when the emergency powers cease other than a vague reference to "that time reasonably necessary".

The sun comes out in S-bag! It looks like damage was minimal. Several roofs have blown off of the older trailer roofovers. There is a lot of tree debris on the property. But everyone is fine and life will begin to return to normal soon.
