Manager’s report Before I get started with the manager’s report, something needs to be addressed which is uh .. very disconcerting so hang with me while I go through this and I’m sure does not apply to most of you.

Peet B-can’t understand everything but it sounds like he was talking about Shn being upset in the office.
Chairman nomination of Election Committee; Clf saying something. Declines to be chairman because he is not running for the board again? Confusing and hard to hear Peet. Submit resumes for director vacancy to fulfill Alln Rss’s unexpired term and we will determine who is appropriate and vote on it.
There is a bad echo in the room and this was acknowledged. There is mechanical squealing during speaker talking.

#5 Complaint about the lien letter sent to owner

<<Clapping>>BOD: That letter was not aimed—it was not about one particular individual. We have to do that-legal proceedings; we have to wait another 45 days to do a lien. Anyone will get the same letter and that is what we are supposed to do.
BOD: The other part of that is 60’ is 60’. I wanted a carport and waited for 12 years. That’s the way it is folks. The rules are the rules.
BOD: We can’t make a variance, we have to go by the rules as written. Only you people can change the rules.
#6 Letter from owner to BOD for punishing others and stress illness and hospitalization of owner as a result of BOD actions. 66SS.

Treasurer: Repeating the figures from financials. “financial condition good”. Read audit report opinion. Good shape.
<<Clapping>>BOD-DB mentions "Anonymous Environmentalist" that “she” unbelievable people they are running stop signs and driving fast and someone is going to get hurt and we can hire local police and they can ticket speeding and running stop signs. I hate to do it but we have to look at it if people won’t voluntarily slow down.
BOD: We looked at that before and we weren’t in compliance with DOT and it would be expensive.
NorleeDee says not according to some guy he talked to. There is a procedure you can go through a petition to Attny General to Grnt permission for Sheriff to come in and issue tickets. We ought to check it out.

Discussion about documents concerning old driveways and new units what is allowable and grandfathered-“interpretation” and driveways on the side of the house.
Peet: grandfathered driveways are offset from center
BOD: I left my rule book at home.
BOD: Only the house has to be perpendicular to the road. Only if you POUR new concrete does the driveway have to be perpendicular to the road. Otherwise the driveway stays as is. Common sense could go a long way and we want to look at that in the upcoming election. Old driveway is fine for right now.
<Shuffling> looking in rulebook for a rule: 3.8.
BOD: Don’t read anything into the rule. Most people who put a new unit in want a new driveway. Some people might want to wait a year or two. Talk about what used to be the way and don’t know when it started.
Several units where the unit 24’ wide that the driveway is offset from the center and you can put a carport over that it doesn’t have to be centered over your house. As long as “they can do it”, it does not have to be straight out from the unit as long as it does not exceed 24’. Re-read the carport rule 4.4G. Follow Polk County standards. Parson Tom this made it exceed the allowable width to 36’. You can’t perceive every circumstance. Discussion about different people’s individual preferences. Parson Tom has a one-of-a-kind home in SLR. It was put in before we had squaring up the lots in the rules before the flood. He was gracious enough at mediation to take the carport down and I would like to see something done about the situation and for the carport to be allowed. It looked nice but we do not have the authority to change the rules. Variance committee is allowed?
Alc: No-Documents don’t say anything about it. You have to get it approved before you can have it.
BOD: Hopefully, we can get something done.
BOD: Budgeting next year; problem numerous times with gate repair or do we want to go ahead and replace–the system is so old and it takes 6-8 weeks to get parts and meantime everyone is driving in. Replace with different system—we have to look into it. Around $6K. I’m for new one. We’ll look at budget next when we put it together next year. Take a look at options and new design. Gate is very old.
BOD or Owner: Isn’t that something for a workshop?
BOD on phone: Isn’t gate replacement already reserved? It should already have been assigned a “useful life” and it is very old.
Mamager says: About 7K in Reserves.
Budget for camera system; technology on monitoring system for immediate notification to Security or Maintenance. Looked into before it was around $16K with phone lines and such and new technology estimated around $13K. Nov 7th budget meeting will discuss this and have a proposal and cost to look at.

BOD: Thanks Gary Shevers for removing hazardous electronic waste-TV’s can’t be picked up by waste. He collects and disposes of it for us.

Owner: For special events, use prefab guard houses with HVAC; we have enough slab out front to have guard in there and be visible to people coming into park. Sheriff’s coming in for speeding and running stop signs; I am also guilty but speeding is out of control and ask that BOD check carefully if county comes in here they will strictly enforce traffic and not interrupt people gathering in road. This is unknown.
Owner: Simple question; on whose authority is it that Security Guard was videotaping my home?
BOD I am not aware of anyone doing that.
Owner: Mr Hayvn was observed, while off duty, driving by and videotaping my home.

Owner: The second thing is you are sitting out there talking about a new security gate…whatever, but you let contractors outside the park have passes …and I want to know “how come?” Kay c net has their service men and they all have a pass and come in at any hour of the night or anytime of the day 3-4 times a day and they should not have passes and they should have to go into the office like everybody else and sign in they come in every morning around 8am -- 3, 4 sometimes 5 of them. We don’t know these people, their cars/trucks are not identified and they do not live in here. One maybe lives in here.
Rude Owner: There’s one woman in this park
(Editor: That be ME!) and they have 25 people angry as hell at everybody and they are causing all the problems and I want to get back to the way it used to be

Owner: Carport width question—width of the unit with or without overhang. Dimension of walls not counting the overhang. Trying to clarify the maximum dimension.
Owner: I am two houses away from SS and most traffic goes by our house. I don’t see a major problem and I see most of the traffic.
Owner: Talk about the drains covers not sized for the drain. They are loose if they don’t have the notch they are not the right size for the sewers.
Owner: Homeowner comments on minutes from meeting and all it showed as Comments and it doesn’t show any detail. It doesn’t show the negative comments and the negative comments are important because we build off the negative.
Alc: When I first started, I did that but I got flack but I was missing and misinterpreting so I just did what is required by law.
Owner: Are you ashamed of negative comments?
Alc: I’m not ashamed of them. YOUR TIME IS UP!
BOD: Cite Robber’s Rules of Order is how we operate. Then cites Rikki Hoyts comments in paper.
Owner: So it’s not necessary to put that entry in.

Owner: On patrol with CAP, I was stopped by Lra with her complaints because there was a member of ___--also went on the report with Polk County; she called police about the incident. ___________ tried to run over her this really upsets me with accusations like this that happens in front of her house.
