How quickly 2013 passed by! And, so we prepare once again for the pre-election ritual proclaiming the successes and progress of MANBOD during the passed term of office.
And, I'm sure that we will all hear--again--the inevitable, continuing and over-the-top Shout-Outs by IT about how tirelessly and selflessly the BOD gives their all to the park. Well, that all might be true about the effort, but at some point, one has to assess the outcome of all that effort. I thought it appropriate that the owners also review MANBOD achievements, missteps and disasters.
This is a beginning list-feel free to add to it and Shout-Out your own over-the-top endorsement!
First, I'll start with the achievements and positive moments:
IT only called the police on a resident once this year!
The swimming pool is very well lighted for nightime shenanigans.
There is better lighting and walkways at the Clubhouse.
The new boat dock is much more secure for foot traffic and we have a nice new fire hydrant to extinguish platform fouling by Rogue FireBirds.
The long-awaited Annex was completed.
"The resort has never looked better!" There has been a lot of needed cosmetic and maintenance improvements in the park this year.
IT speaks slowly, clearly and E-NUN-CEE-ATES very well on PhoneVite messages about pool closings and re-orients owners to time and date.
And perhaps the ultimate achievement, BOD votes unanimously on all matters! No disagreements, conflict or divisiveness among our elected leaders!
Next, the Missteps and Disasters, organized in Categories by my own personal opinion as to present and future $$ impact:
Sewer:
Major and costly undisclosed sewer lateral failure locations identified. No engineering assessment and report. Unknown causal relationship to previous known poor compaction during water lateral work.
Multiple motor failures at sewer Lift stations
One sinkhole repair involving sewer lateral failure
False rationale given by MANBOD for undocumented necessity to repaint water tank
BOD continues to evade direct questions about KCN and sewer repairs
Paving
Paving job of 2012 begins to fail in certain road locations with cracks and growing surface irregularities. Deteriorating road surface conditions attributable to poor compaction by contractor identified during paving in 2012.
Major and continuing hazardous fouling of roadways with liquified garbage-slew and hydraulic oil by trash hauling vendor despite multiple written notices and which will further degrade failing paved surfaces.
Governance
Restrictive Notice improperly recorded on expired lots--and new lawsuit to be filed in 2014
MANBOD proposes revisions to governing documents during environment of imminent lawsuit. Timing inscrutable. Motivation unknown.
MANBOD initiative to establish violation and fine enforcement activities in SLR contrary to Covenants and multiple previous ballots which voted NO to enforcement
MANBOD sponsorship of illegal mandatory internet fee as assessment to all owners
No election reform--continued election practices in violation of bylaws
President chastises owners who do not attend BOD meetings; then tells Owner who asks questions that he is "beating a dead horse" and to "sit down". President wonders why people do not attend BOD meetings.
STILL no video recording of BOD business meetings despite that hours are spent videorecording koffeeklatches and Sunday church services.
STILL no announcement of BOD meetings on the outdoor activity marquee.
BOD STILL answers to the management company
Grounds
Continued proliferation of K C internet towers and dishes on common property including a locked, K C N business-exclusive room in the new annex which SLohA pays to insure.
Construction encroachments and structures placed on easement property (drainage lot) contrary to deed use restriction
Dumping of toxic waste material and construction debris by dog run by contractor at invitation of MANBOD. Mountains of dirt remain 3 months after dumping.
No improvement to "Trailer Park" Storage Lot which continues to house accumulated trash and dilapidated, unregistered and non-operative "vehicles" contrary to Polk County Code. (Who will be fined and have to pay for the cleanup if these old vehicles end up in S-bag Lake after a storm?)
Multiple ugly new signs littering grounds attempting to restrict lawful use of common property
Still..not even a paint job on the shabby Trailer Park Entrance sign to the "resort"
Feral cat colony established at Admin office by IT complete with cats sleeping on the porch rocking chairs; fancy multi-story cathouse built by SLohA. Feral cats remain after multiple complaints over 5 month period.
Spycams fail to identify criminal mischief on property in Storage area. MANBOD response to damage to owner's personal property stored there--"Tough luck" and put up another sign.
Budget and Spending
Office publishes a Wish List and begs clubs for money for previously-budgeted maintenance expenses and capital projects
Illegal diversion of funds by Bingo to SLohA and complaints to enforcement agencies
Significant cost overruns in the Reserve and Operating budgets
Reserve project costs charged to Operating Budget
MANBOD exhausted the Line Budget Reserves for budget year in RECORD TIME! By August 1, 2013--the balances were ZERO! (Fiscal year starts April 1)
$4000-$9,000+/month put on SLohA credit card with no disclosure of purchases
Proposed Operating Budget for 2014-15 INcreased
Proposed contributions to Reserve Budget for 2014-5 DEcreased
Assessment fee increase of $100/lot for 2014-15
Misc
Firebirds attracted to shiny new boat dock and deposit ash-poop--Residents publicly blamed by management for setting fire
Damage to thermostat in locked freezer--Residents publicly blamed by management for cutting wires
Everything "amiss" that happens on the property--Residents are publicly blamed in S-bag Express by President
Shed break-in and theft reported to Sheriff- IT states it was "drug-related" with NO evidence (not publicly proclaimed)
Multiple illegal and potentially dangerous encounters by MANBOD agents confronting owners and dictating behavior; one of these encounters was video recorded (and it's not a pretty sight!).
