I've been down looking at the Water Tank and I'll be damned if I can see where it needs Paint . That tank was redone just 3 years ago and that coating is good for several more years at the very least .
Just to repaint it just to spend money is not only foolish but if not done correctly the new paint will fail and then the entire tank will need costly sand blasting back down to metal for a new coating of what's already there , looks fine , and is still not showing any signs of failure .
By the way, the Tank refurbish was one of the only large expense redos that was done correctly the 1st time. I would think to call the Contractor that applied the coating and speak with them about the longevity of the coating first before awarding any contracts to fix what aint broke AGAIN .

The tank re-painting WHICH IS NOT NEEDED AT THIS TIME is another way to "execute our reserves" when bonafide maintenance projects are screaming for attention such as the drainage issues on silversides and storage lots upkeep--which people are paying good money for, but not getting their money's worth.

I thing Clyde was the overseer of the water tank project. If so, I know it was done right. But, I maybe wrong.
Did anyone go to Weds. 7/10 BOD Meeting? Any Info out yet?

Clyde W. is a straight up guy, always cool and collected. Wish we had a man like him on the Board .

Projects recently completed:
The water tank has been painted to remain in compliance with the related regulatory commissions.

So...based on IT's report, I looked this up and found nothing regulating maintenance of water tanks--just recommendations for periodic inspection of surfaces. The expert said interior surfaces should be repainted as needed depending on quality of paint job and environmental conditions. Failure to do that can result in failed water quality tests due to overgrowth of harmful microbiological growth and/or accumulation of metals. But NO regulations!
There was also a recommendation that an independent agent do the inspections to provide checks and balances against self-interested operators and Tkr contractors.

He informs me that there are no actual regulations regarding painting of water tanks. Question for IT...What are these "related regulatory commissions" that you referred to? Who inspected the tank? Who painted the tank? When was the tank last painted?

IT will not answer those above questions truthfully, if at all, however, here are some answers for you:
The "regulatory commissions" that she referred to are NON-EXISTANT, that was just her usual B.S. lip service she gives to the community, hoping that nobody will investigate any further. There is NO regulatory commission that requires by law the re-painting of private community water tanks.
I am quite sure that NOBODY inspected the tank, although there was a resident that saw the manager taking pictures of the exterior of the water tank a couple weeks prior to it being re-painted.
The person or persons who painted the tank came in an unmarked vehicle, it was witnessed by a resident in here, so, who knows WHO in fact painted the tank and if they were an actual bona fide licensed contractor.
The exterior of the tank was painted approx. 2-3 yrs. ago with an enamel based epoxy paint that has a life span of between 10-15 years.

Evidently, according to a resident "in-the-know" about all things contractor related stated to me today that the recent paint put on the outside of our water tank was put on so thinly that the paint underneath the recent coat has started to show through.
Looks to me like another slip-shod contractor given the nod by the mange to do work in here...

About the painting of the water tank, Shouldn't the BOD make sure that what the manager says is true and correct ? Why does the BOD approve (Motion and 2nd) things without doing any research ? Are they ALL STUPID OR SOMETHING ?
Did any of the BODs bother to check about a Regulatory Commission For painting of the Tank ? I mean if us INFANTS (her words) can do a simple search >Polk County Water Storage Tank Regulatory Commission and get the answer within 10 minutes from the Dept. of Health why cant the BOD do the same ? EMAIL IS SIMPLE!
It certainly appears that this sitting BOD are just as inept and deceptive as the Manager. Or they are just to stupid to see the manipulation and lies from her.
Everyone reaches their level of incompetence when in a position of Administration .
These current sitting ones have obviously reached theirs a long time ago.

SLR's Residents biggest problem is that we do have any Over-Site on any Projects in SLR. That is why we have to do some things twice. A few years back when the water tank was refurbished, we had a good conscientious BOD Member (Clyde Rite) that took great pains to make sure the Project was done as Specified. Bids were sent out and only Contractors that could do the Refurbishing Work on the water tower as Spec., were consider. The Painting Contractor was inspected on a daily basis. And when the job was completed the Consultant we had hired to Spec. the Special Procedure for the Project, came to SLR and did a final inspection. So we had a Consultant and a Conscientious BOD Member Over-Seeing the Work.
We do not do that Over-Sight any more. The Biggest example was the Paving Job Scam... We were taken for Fools!!! Thinking back I should have Laid Down in Front of The Equipment is protest and called the Local News Station. It was really bizarre, and sad to see such poor workmanship, and our BOD and Manager did not give a Damn. That is only one of many Projects that are done with very poor workmanship and nobody overseeing the Projects.
