In answer to your question, allow me to repeat my findings on "royalties" paid by cell phone companies. I am a retired municipal official. It is a common arrangement for cellular companies to pay a municipality an annual fee for the right to mount a "repeater" antenna on the city's water towers, emergency communication towers, etc. I recently contacted the Finance Director for the City of West Allis, Wis., the last city I worked for, to find out how much the city was currently receiving from the cellular companies. Here's what I was told.
West Allis has two 100 ft. water towers, one on the east side and one on the west side. Currently five cellular companies pay an annual fee to the City for the use of these towers. The total annual revenue to the City from these five cellular companies is slightly over $200,000. Granted, the City of West Allis is in the center of the metro-Milwaukee area and the range of an antennae mounted on a 100 ft, tower is considerably greater that on a 30 ft tower. Nevertheless, it appears is missing an opportunity for significant revenue.
