I will try to put this in non-legalese if I can.
I am asking the court to decide if the title to my property has been "clouded" aka as "slandered" by the Notice of Preservation recorded on my property by SLohA in April 2013, which Notice attempted to preserve covenants on my lot. Because the Covenants on my lot were previously expired by MRTA, the Notice falsely encumbered my lot with its reference to "amended" Covenants.
(A more common example would be a contractor filing a lien on your property for unpaid services which would place a cloud on your title and make it difficult for you to market your lot until the lien was paid and removed. If the lien was placed in error or the Contractor refused to remove it, you might have to S u e the Contractor in order to Quiet your Title so it was free and clear of the false lien "cloud".)
Quiet Title is just the legal process that SLohA would have to go through--paperwork--to remove its Notice if the court finds that it was filed improperly.
