If the CC&Rs truly ARE extinguished for the most part, then should any and all spending be STOPPED ?
Other than the essential bills & payroll there needs to be a moratorium on all Management extermination of Reserves .

In my opinion, we should not shut off spending, but severely curtail it. It will cost a lot more down the road to replace and rehab a crumbling, neglected facility than to maintain it.
What should happen is that MANBOD get real about covenants expiration, hire an expert attorney to assess the current state of expired lots in SLR and receive accounting advice to reevaluate what a reasonable pared down budget would look like. At the same time, spending should be immediately chopped to a minimum. No more gourmet cat food and pizzas.
The very first thing I would do is replace the current Board at next election if refusal to deal with MRTA persists
Second: FIRE the and hire a CAM manager for day to day operations
Third: Curb spending to necessities and put a serious moratorium on executing Reserves
Fourth: contract with an accountant
Fifth/Sixth: contract with a community association attorney to begin revitalization and begin educating the membership about the lapsed authority of SLohA to do business under FS720 and need to reinstate same.
People will likely continue to make assessment payments, as usual, if they believe it is in their best interest to do so to ride out the MRTA storm and there is a reasonable plan in place. If they lose confidence in the ability of leadership to acknowledge and fix the problem in a reasonable and timely manner, SLohA runs the risk of many other Florida HOA's--a voluntary corporate group (The "inc" part of SLohA) without statutory FS720 restraints on their conduct will take over the businesss affairs--their common property value will be compromised and owners will assume heightened personal financial risks.

let me ask this question, since asking for and receiving the check register copies has not been a problem, what about asking for explanations as to why large amounts on certain checks written to "cash" are for? Oh, and also, what about the petty cash fund in the front office, I'd like to know how much the fund is, and what exactly is being purchased with petty cash money?
Can anyone answer these questions? It just seems fishy that checks are being written to "cash" with little or no explanation(s) and not once have I seen or heard of what's going on with the petty cash fund in regard to its' amount and the nature of the purchases made with said petty cash monies.

This might be best handled as an Official Records Inspection request. One would likely have to go to Winter Hayvn office and would be free to look at all receipts and scan or photo them.
If you were to request them, you would incur "excess" staff time and copy charges. There is no charge for simply looking at records and making your own digital copies.
You would plan to keep your inspection time to about 30 minutes, I believe, as that is the threshold time before FS720 permits excess inspection charges. It should not take even 20 minutes to look at petty cash receipts and the SunBank debits for a current month or one past as these are current records and not archived and time consuming to retrieve.
