Sarah Clemons, representing the accounting firm of Bunting, Tripp & Ingley, will review the fiscal year ending March 31, 2015, audit. Toneesha Shrodr, Account Manager, Stmbug Ixx, Inc., will present the proposed budget and reserve schedule for the 2016-2017 fiscal year.
Toneesha Shrodr encourages owners to submit questions in advance about the proposed budget and reserve schedule which will be answered at the Budget Forum. In addition, there'll be an opportunity for questions and comments following the presentation.

This went about as expected with approximately 50 owners in attendance, a relatively poor turnout. Clf Jnsn intoned his 3 minute speaking rule which really irritated me because this was a Town H all Meeting and not HIS Board Meeting.
The questions predictably centered around the increase in assessments where it was acknowledged by Toneesha that the increase was $32/Q i.e. $15 + $17 diverted from SBA loan assessment) and not $15/ Q as stated by our esteemed Treasurer. BTW Toneesha presented the Treasurer's submitted breakdown justifying his $15/Q increase while at the same time validating that the increased fee was really $32--a 7 1/2% increase. Despite this being the Single Most Important Meeting of the Year for a Treasurer, Toneesha explained that Stv Suthrd had a more important appointment and could not be present. Last summer he didn't even attend Board telephone conferences because he would have to drive to a library 30 minutes away for an internet signal. Nice. Thank goodness his term is up.
The major categories of increase are: Reserves for Sewer, Trash Disposal contract and Insurances.
Sewer: There was quite a bit of discussion about the state of our aged Sewer Plant and when Toneesha was asked if there was a long range plan to deal with replacement of the plant, she replied "Not Yet but we are going to look at that this year". A member suggested we hire a professional engineer to come in and assess the plants and estimate a realistic replacement cost so that future budgeting could be done based on facts and not guesswork and wishful thinking.
Insurance: The second largest increase is the cost of insurance due to losing our insurance carrier. It was stated by a member, once again, that this was an unnecessary expense and one which would follow us until the end of times. Clf rose up on his haunches and started cutting off the speaker claiming he was over his time limit. Some people shouted "Let him talk!". This time, I am seeing RED at Clf's attempts to shut people up.
Trash Disposal: Discussed briefly that TT was not making any money from the contract and unilaterally increased the contracted-for price. Solicited bids from others but TT was the lowest so we have to pay. Said that the light summer trash load was netted into the contract price.
The line by line items were briefly described and some people questioned why spending was low and funding was high and Toneesha said she used a 4 year lookback when recommending the amount to fund. At the same time, she said several categories would be down next year to offset an unforseen expense. Contingency Fund was questioned and again, speaker recounted the historical abuse of the "Contingency/Catastrophe Fund" which started in 2010 and once again, Clf interrupted the speaker and said he was going to "override" him. I think my eyes are shooting out spurts of blood now...
The towers were questioned as to why the internet towers had already been reduced 6 years of useful life (40 years) and asked that the specific towers be identified and who owned the towers. Also asked why the towers were not part of insurance policy. This question was sidestepped by Toneesha who said that the towers were under the umbrellas general premises. (Problem with that "answer" is the umbrella doesn't cover anything not covered in the underlying policy, which specifically excludes towers. antennas etc. So this question was not answered satisfactorily. However, the question was submitted in writing so it will hopefully produce a more accurate response. I guess one can always ask the insurance company if can't/won't answer.)
Now it was my turn. I thanked Toneesha for a good presentation. Then I turned and looked at Clf. I lambasted him about shushing owners with a "3-minute rule". I reminded him this was Town H all Meeting to give owners opportunity to learn about and ask detailed questions about the operation of the park that they pay for! I told him this was not a Board Meeting and he had no more authority to impose a 3-minute rule than I did and I did not recognize his authority to regulate speakers comments and questions. An audience member approached me and ask me to calm down. I replied that I WAS calm. Before Clf could respond to my accusation, FoolDay broke in and said something rude. I then focused my comments on FoolDay. I pointed at him and demanded him to come up to the Mik next to me and say what he had to say. Of course, he refused like the weeny coward he is. Just like T Hayvn, he shouts obscenities in motion and then scampers off. I then told FoolDay to meet me after the meeting to discuss. The meeting room was probably in a state of shock and the meeting was abruptly ended. Clf Jnsn never got an opportunity to speak. Is that karma, or what?
FoolDay tried to flee the room and I hurried after him and beat him to the door. I planted myself in front of him at the exit, walking backwards as he walked forward, and asked him to talk. He refused and kept moving his hugeness toward me. FoolDay gave no indication that he would yield to my physical presence but he wisely did not lay a hand on me. I got very raging vibes from him, but there were lots of witnesses around and I guess he decided he didn't want a free ride to the police station for pushing a woman half his size around. I continued to walk backwards against his advancing bulk all the while asking him to talk. Finally he was outside the building and ran away. As he departed, I said "You are an Ugly Man". He muttered something that I couldn't understand, probably "Bitch".
I am sure some people are scratching their heads and wondering "what got into S u e?" It felt good to get some of the pent up anger I feel at these pompous old white men and cowardly beasts OUT! And, I am sure I did it in under 3 minutes...

More about Insurance costs: The overriding reason why our policies were dropped and are now paying so much more for our policies (except Umbrella) is because we must now shop the High Risk Market for Insurers. This high risk market is called Surplus Lines. (It's a little like bad drivers who have to go to the High Risk Pool to get basic insurance at double the cost.) Here is a brief overview about the special risks SLohA takes by buying insurance from a Surplus Lines Carrier.

O-Yes, every time we write our check for our Maintenance Fees, in the future we will think about:
The Board of Shame and Their Lame Brain Decisions, That Cost SLR's Insurance Premiums To Sky-Rocket, Out Of Control in 2016. Yes, we will be sure to thank our Board, Management Company, and the 's Lawyers for this Increase.
